Project Status Update

8/3/09 Health Care Facilities Construction Project Status
  • Phoenix Indian Medical Center (PIMC), Phoenix, AZ: Existing 1970 PIMC facility no longer supports the workload needs of the Service Area. The PIMC Master Plan identifies the health system delivery needs for the Metropolitan Phoenix Area. It includes a central facility and three ambulatory care centers (ACC).
    • Southwest ACC in Komatke, AZ. - This project was constructed through a PL 93-638 contract with the tribe. The construction was complete in November 2008 and move-in was complete in January 2009. Opening was January 19, 2009. Staffing was funded for FY 2009
    • Southeast ACC in Chandler, AZ. - In FY 2009 $4,000,000 was appropriated for utilities improvements. In FY 2005 $ 2,590,000 was appropriated for planning and design. OEHE Approved the POR December 19, 2008. The design funds were sent for the design to the area in early January. This project is being designed through a PL93-638 contract. Total project cost is $70.6 M.
    • Northeast ACC. – PJD approved. POR under development, Area and Tribe met on September 30, 2008 to discuss effect the satellite will have on PIMC. $100,000 has been provided to complete the SSER. Total cost is $70M.
    • Central PIMC Medical Center – $525,000 Has been provided in prior years for health services and staffing study. The project includes a hostel.

  • Samuel Simmonds Hospital, Barrow, AK: FY 2010 request - $15.2 million for construction. Design funding was provided by the Denali commission. IHS funding in FY 2005 was provided to purchase a site. Site purchase completed in April 2007. Design is complete. FY2003-2008 funding is $53,624,000 million. Total project cost is $154.9 million.


  • Norton Sound Regional Hospital Nome, AK: Fully Funded by ARRA FY2009. Construction bids currently under review for potential award by end of August or early September. The Norton Sound Health Corporation (NSHC) used $15 million FY2003-2006 funds from the Denali Commission for design and to start construction in 2008. The design was completed by April 2009, $10 million was provided to begin construction in FY 2009. In concert with Denali commission funds, IHS identified FY2007 prior year funds of $5,000,000 for construction to preclude further construction delays and continue thermal pile installation in 2008. The planned completion date is September 2014. Total project cost estimate is $171 million.


  • Fort Yuma Health Center Winterhaven, CA: The project is under design with projected completion by March 2010. Project was originally planned and had FY 1989 design funding, but funds were withdrawn in FY 1996 when the inpatient care could not be supported by the IHS. The FY 2008 appropriation provided $2,208,000 million for planning and design. The design is scheduled for completion in March 2010. Total Project cost is $37.2 million.


  • Cheyenne River Health Center, Eagle Butte, SD: Fully Funded by ARRA FY2009. 638 Construction phase amendment currently under negotiations for potential Tribal award at the end of August or early September. The proposed alternative rural hospital will replace an existing 27-bed hospital with an 8-bed short stay nursing unit for low acuity patients, and 2-bed birthing center. The workload projections do not meet the current IHS thresholds for an acute care inpatient facility. FY 2004-2008 funding approximately $31 million. 100% Design Documents are complete. The estimated total cost of the project includes $42.6 million for 133 staff quarters. Tribe began site work in October 2008. The planned completion date is December 2012. Total project cost estimate is $111 million.


  • Kayenta Health Center, Kayenta, AZ: FY2010 request 7 million , FY 2009 appropriation of $12.0 M for construction. The proposed alternative rural hospital will replace the existing 3,220 GSM Health Center complex of 11 buildings. These structures located in the existing confined land area are functionally overcrowded and no longer support the workload needs of the Service Unit. FY2004 – 2007 funding is approximately $18,318,000. Total estimated cost includes $45.5 million for 129 staff quarters units. Design is complete. The Construction Manager is preparing the construction not to exceed costs. Total project cost estimate is $150 million.


  • San Carlos Indian Health Service Health Center, San Carlos, AZ: FY 2010 request - $7.0 million. FY2005-2009 $22,604,000. The proposed alternative rural hospital will replace a complex of nine health care structures. The functional inadequacies of the existing facility and site constraints preclude expansion at the existing site. Project is under design through a PL 93-638 contract. The schematic phase of the design has been approved except for the estimate. The project has been slowed because the 638 design construction cost estimate exceeds the Government estimate. Total project cost is $115 million which includes $16.8 million for 43 additional staff quarters units.


  • Fort Belknap Quarters, Harlem and Hays, MT: Since project was approved 10 years ago, planning documents were reviewed and reevaluated. Amended PJDQ and PORQ were approved on 10/20/2006. A Life Cycle Cost Analysis was conducted for the existing housing to determine their condition. The projection for housing units has been updated to account for temporary units and the condition of the existing units. The project now has the authority to build 25 new units and evaluate the remaining units. However, the funds available will only build 16 units. The design was completed under a PL 93-638 contract. The construction is now being completed under a 638 contract. The project is scheduled to be completed in FY 2010. Total project cost is $8.2 million. A housing survey is being complete and preliminary indications show over 100 units are available.


  • Wagner Staff Quarters, Wagner, SD: Tribe and IHS have entered into a 638 Title I contract for the design of 10 staff quarters. Tribe is currently in process of hiring an A/E firm to design and develop drawings and bid package for the quarters. Tribe will also handle solicitation of bids for construction. Once bids in hand, 638-contract will be amended to have Tribe handle construction as well based on quotes received. Targeted schedule is currently August/September for the completion of bid solicitation. Total project cost is $2.5 million.


  • Northern California Youth Regional Treatment Center (YRTC), Northern California: This project is one of two YRTCs authorized by Section 704 of amended P.L. 94-437, Indian Health Care Improvement Act, for the California Area IHS. A revised site is under review and cost negotiations are currently underway. A Phase IISSER and due-diligence activities for the highest rank site at Oroville are ongoing to purchase the site by October 2009. IHS could use $18 million to complete a design-build process. Total project cost is $19.4 million.


  • Southern California Youth Regional Treatment Center (YRTC), Southern California: This project is one of two YRTCs authorized by Section 704 of amended P.L. 94-437, Indian Health Care Improvement Act, for the California Area IHS. The site in Hemet, CA has been deemed impractical and new sites are being sought. A new site selection trip is to be scheduled for late March 2009. IHS could use $17 million to complete a design-build process. Total project cost is $20.3 million.


  • Joint Venture Construction Program: Several Projects are nearing completion:
    • San Simon (Westside) Healthcare Center on the Tohono O’odham reservation near Tucson Arizona. Facility had its grand opening January 19, 2008, and was opened for operations in September 2008.
    • Cherokee Muskogee (Three Rivers) Healthcare Center opened on February 7, 2008.
    • Lake County Healthcare Center, Lakeport California has commenced construction. Joint Venture agreement was signed in October 2007.
    Five new Joint Venture projects have recently been added to the list. A panel was convened in mid 2007 to rank order seven potential projects. One was later withdrawn, and one has been found disqualified. The five remaining projects are:
    FY 2007:
    • Carl Albert Indian Health Facility (Chickasaw Nation), Ada Oklahoma. The Joint Venture Agreement was signed in November of 2007
    • Little Axe Healthcare Center (Absentee Shawnee), Little Axe, Oklahoma.The PJD and POR were completed and signed on November 21, 2008. The JV Agreement was signed March 5, 2009.

    FY 2008:
    • Santee Sioux Healthcare Center, Santee Nebraska.The JV Agreement was signed on Sept 17, 2008.
    • Vinita Healthcare Center (Cherokee Nation), Vinita, Oklahoma.The Site Selection Evaluation Report (SSER), PJD/POR and the JV Agreement are currently in development by the Oklahoma City Area and the Tribe.
    FY 2009:
    • o Flandreau Santee Healthcare Center, Flandreau South Dakota.The SSER, PJD/POR and the JV Agreement are currently in development by the Aberdeen Area and the Tribe.

  • New projects added in FY 2008 to the Five-Year Budget Plan of the Health Care Facilities Construction Priority List include:
    • Gallup Indian Medical Center Replacement Facility - $557 M
    • Pueblo Pintado Health Center - $34 M
    • Bodaway Gap Health Center - $36 M
    • Albuquerque Indian Health Center – Central - $81 M
    • Albuquerque Indian Health Center – West - $61 M
    • Sells Indian Health Center - $127 M
    • Alamo Indian Health Center - $40.6 M
    • Total Estimated Cost: 936.6 M

  • Dental Facilities Program Four dental facilities were funded in FY 2008 including Colville, WA, Micmac of Maine, Catawba of South Carolina, and Albuquerque, New Mexico. The dental unit for Cameron, AZ was completed and went into service on January 30, 2008.
